Some schools that accept foreign medical students for clinical electives without STEP 1:

Harvard Medical School
Brown Medical School
Mt. Sinai
Feinberg School of Medicine (Northwestern University)

University of North Carolina

I'm sure there's more, these are just some that I was able to think of off the top of my head.
