Yes, Pakistani Citizens are all allowed to apply for clinical electives. Read the following thread to learn more about which schools accept international applicants: U.S. medical colleges that accept international students for clinical electives

You'll want to wait until you've actually had some clinical experience at school before applying for clinical electives. Electives are an excellent learning opportunity but you should already know a lot of the basics.
