If you want to study in Australia, you obviously need to move here. Your brother is right in stating to apply for a permanent residency when you arrive in Australia. This way, when you enter MBBS here (as undergraduate ~ 5/6 years or graduate ~ 4-4.5 years) you can apply for a loan called (HECS-HELP) which is available to all Australian residents. You may try

Also, if you can afford it, you may enter as an International student although it is fairly expensive and not all universities take international students. You can also maximise your chances of entering into MBBS here by applying for the Full Fee offers which are for domestic students at the same rate as for international students. However, only Australian citizens/permanent residents are eligible to apply for the loan involved: FEE-HELP loan.

Overall, a CSP Offer (from HECS loan) is the cheapest ~ AU$8000-ish/yr whereas the FFP (full fee) is AU$29000-$34000/yr.
