Yes, you're correct -- IBCC looks not at whether or not you took the AP course but how you scored in the AP tests.
I'd suggest that you submit everything else to the IBCC office and ask them to get started on the process. They're ridiculously good at drawing out the amount of time it takes to make the equivalence certificate so the sooner you start the better.
Regardless of when you start I'd say that there's a decent chance that they won't have finished the certificate by the time that you've received your AP scores, since they take time to verify your transcripts with your high school via snail mail. As soon as you get the copy of your AP scores in the mail, don't open it(you can call and check your scores over the phone) and use that as your IBCC copy.
Even if they have made the certificate I believe you can get the score adjusted by submitting the AP scores once you get them. Hopefully someone can confirm this. If you tell the IBCC directly that you plan to submit additional documents later they probably won't even start processing your forms until you bring everything.
